Global Recycled Standard (GRS) 4.0 Certification Guide
For B2B supply chains · Topcentral® compliance framework
B2B GLOBAL GRS 4.0 ZDHC MRSL
This comprehensive guide delivers the complete GRS certification roadmap for manufacturers, brands, and raw material suppliers operating in global textile, plastic, and metal recycling value chains. Built on the Topcentral® integrated compliance system, this resource covers GRS 4.0 requirements, approved certification bodies (Control Union, SCS, Intertek), documentation, traceability (TE-0001 scope), social compliance, ZDHC MRSL chemical restrictions, transaction certificate process, realistic timelines (6–18 months), and a detailed cost breakdown. Complementary certifications ISO 9001 and IATF 16949 are also positioned.
1. Understanding the GRS 4.0 Standard
The Global Recycled Standard (GRS) version 4.0, published by Textile Exchange, is the leading international standard for recycled content verification and responsible production. It applies to any product containing at least 20% recycled material (for final product certification, 50%+ is required for the “GRS” label). The standard rests on four pillars:
- Recycled content – traceable from input to final good.
- Chain of custody – TE-0001 scope certification for each site.
- Social compliance – based on ILO core conventions.
- Environmental management – including wastewater and chemical use.
- Chemical restrictions – ZDHC MRSL (Manufacturing Restricted Substances List) compliance.
All certified sites must operate under a TE-0001 scope certificate (formerly known as “Scope Certificate”) that defines the product categories, processes, and locations covered. GRS 4.0 supersedes version 3.0 with stricter social criteria, enhanced traceability, and updated chemical management.
1.1 Key changes in GRS 4.0
Version 4.0 introduced mandatory social compliance audits for all processing sites (including subcontractors), updated chemical requirements aligning with ZDHC MRSL v2.0, and clarified requirements for post-consumer vs pre-consumer recycled definitions. The standard also requires environmental management systems and annual wastewater testing for wet processors.
2. Approved Certification Bodies: Control Union, SCS, Intertek & more
Only accredited third-party certification bodies (CBs) can issue GRS certificates. The three most recognized globally are:
Topcentral® recommends selecting a CB with local presence and strong technical knowledge of your material stream. Each CB follows the same GRS 4.0 requirements but may differ in audit style, scheduling, and pricing. Control Union and SCS are particularly dominant in Asia and Europe; Intertek offers integrated testing and certification packages.
2.1 How to choose a certification body
Consider: (1) accreditation scope – ensure the CB is approved for GRS by Textile Exchange; (2) auditor availability in your region; (3) language support; (4) bundled services (e.g., GRS + OCS + RCS). Topcentral® partners with all major CBs to streamline multi-standard audits.
3. Documentation Requirements for GRS 4.0
Complete and accurate documentation is the backbone of a successful GRS audit. The following documents are mandatory (non-exhaustive list):
- Recycled material declarations – supplier invoices, delivery notes, recycling certificates.
- Chain of custody records – mass balance calculations, production logs, inventory records.
- TE-0001 scope certificate (current) for each facility.
- Social compliance policy – including child labour, forced labour, discrimination, freedom of association.
- Environmental policy – waste management, energy use, water consumption.
- Chemical management system – ZDHC MRSL conformance, SDS, chemical inventory, wastewater test reports.
- Training records – GRS awareness, chemical handling, social compliance.
- Subcontractor list and their valid scope certificates.
All records must be kept for a minimum of 3 years. Topcentral® provides a digital document control platform that automates versioning and expiry alerts.
4. Traceability Chain & TE-0001 Scope
GRS requires a transaction certificate (TC) for every shipment of certified material. The chain of custody model is mass balance (for GRS) – meaning recycled and virgin materials can be mixed, but the output must not exceed the recycled input. The TE-0001 scope certificate defines the site’s certified product categories (e.g., “recycled polyester fibre”, “recycled nylon chips”) and processing steps (spinning, weaving, dyeing, finishing).
Process Flow: from scope to transaction
Each site in the supply chain must hold a valid scope certificate. The TC is issued by the CB after verifying the mass balance and documents. Topcentral® integrates TC requests via API with Control Union and SCS.
4.1 Mass balance rules
GRS 4.0 allows a 5% tolerance for pre-consumer recycled content. Post-consumer must be accurately declared. The mass balance period is typically 12 months, but each site must maintain rolling inventory. Any shortage of recycled input must be reconciled before a TC is issued.
5. Social Compliance under GRS 4.0
GRS 4.0 mandates social compliance audits based on the SLCP (Social & Labor Convergence Program) or equivalent. The standard requires conformance with ILO core conventions: no child labour, no forced labour, non-discrimination, freedom of association, and safe working conditions. Audits are conducted by the same CB or a recognized social audit scheme (e.g., SMETA, BSCI, SA8000).
Key documentation: employment contracts, age verification, working hours records, health & safety risk assessments, grievance mechanism, and social management system. Topcentral® offers a pre-audit social compliance checklist aligned with GRS 4.0.
6. ZDHC MRSL Chemical Restrictions
GRS 4.0 requires all production sites (including wet processors) to comply with the ZDHC Manufacturing Restricted Substances List (MRSL) – currently version 2.0 or later. This applies to chemical formulations used in production: dyes, auxiliaries, detergents, etc. The site must have a chemical management system (CMS) that includes:
- Inventory of all chemicals with SDS and MRSL conformance declarations.
- Wastewater testing (at least annually) for MRSL parameters.
- Training on safe chemical handling and substitution.
- Procedure for non-conformance and corrective actions.
The CB will review the chemical inventory and may request laboratory test reports. Topcentral® chemical management module flags non-compliant substances automatically.
7. Transaction Certificate (TC) Process
The TC is the final proof that a specific batch of product is GRS certified. Steps:
- Supplier
